The Eastern Africa Customs and Freight Forwarding Practicing Certificate (EACFFPC) is a mandatory training program to all Customs Agents jointly implemented by the East Africa Revenue Authorities (EARAs) and the national freight forwarding associations affiliated to the Federation of East African Freight Forwarders Associations (FEAFFA). The course is offered to individuals already practicing or intending to practice in the clearing and forwarding industry throughout the East African region.
Course Objectives
The course is intended to equip trainees with necessary skills, competencies and values desirable in Customs and freight forwarding in order to:
- Enable them discharge their roles competently as Customs agent.
- Entrench professionalism in the services offered by Freight Forwarders, especially in Customs clearing
- Enhance ethical conduct, good governance and integrity in the profession
- Facilitate trade
Course Design
The course has three sections namely:
- Customs designed to equip trainees with skills and knowledge to enable them discharge their role competently as Customs agents.
- Freight Forwarding introduces trainees to the profession. It covers the basics of freight forwarding.
- Management which covers aspects of communication, planning, time management, ethics, integrity as essentials in sound business management.
Course Duration
The course will be offered on both full time and part time basis
a. Full time – 16 weeks
b. Part time – 24 weeks
Training Methodology
This is a practical course and accordingly the delivery methods have been blended to include theory and practice including lectures, case studies, field attachment and seminars. There are efforts to deliver the program online.
Admission Requirements
This takes into consideration that some of the trainees are already practitioners in the industry while others are new entrants. The minimum requirements include:
- “O” level certificate or equivalent (C- in case of Kenya)
- Five years experience at the level of Customs Officer or Declaration Officer or above in a Clearing and Forwarding firm
- Ex-customs personnel at the level of officer may be exempted from attending classes but must sit for examinations.
- Persons at the level of Declaration Officer or above aged 40 years or above with a minimum of 10 years of experience in customs clearing may be exempted from attending classes but must sit for examinations.
- Certificate of competence to be awarded to those aged 45 years and above with 15 years of relevant experience after attending a minimum of two relevant seminars as prescribed and approved by CIC and subject to recommendations by respective national freight forwarders associations and customs administrations.
Examination and Certification Management
After successful completion of training, students are subjected to examinations upon which a regionally recognized practicing certificate is awarded.
